About us

Rossella Soldi established Progress Consulting on 15 February 2002, together with Giuliana Torta. Rossella is the Managing Director of the company since its foundation and has been directly involved in all assignments awarded to the company. With an academic background (MSc) in Tropical and Subtropical Agriculture, Rossella worked in development cooperation projects from 1994 to 2001 (Solomon Islands, Indonesia, Bangladesh, Laos, Uganda, etc.). Afterwards, along with the establishment of the company, the focus shifted from international to EU assignments. 

Over more than 20 years, the company has developed a robust portfolio of professional experiences covering topics related to the green transition (agriculture, forestry, rural development, sustainable tourism, sustainable food systems), the digital transition (digital transformation, digital resilience, digital divide, cyber security, digital decade targets), territorial cohesion (research & innovation, human capital development, education & skills, cultural heritage, tourism), and social affairs (public health, civil protection, consumer protection, social security). Our services include EU policy analysis, research activities, foresight methodologies, data gathering, data processing, data presentation, indicator-based (performance and impact) analysis, and project cycle management (from appraisal and feasibility to design, implementation, monitoring and evaluation).

Progress Consulting’s capacity to professionally cover a wide range of sectors is grounded on our ability to mobilise the best external expertise according to clients’ needs and assignment type. The company has access to a broad network of experts and organisations, in Italy and across the EU. Thus, we regularly collaborate with reputed scientists, individual consultants, and academic and research institutions on the basis of consultancy services and/or cooperation agreements. In-house staff performs technical as well as managerial tasks. As quality is our most important asset in order to compete at the EU level, in-house staff is also responsible for implementing quality assurance protocols to guarantee that deliverables meet the highest professional standards. Several other professionals contribute to the proper functioning of Progress Consulting. These persons look after the company’s accounts and balances; labour, welfare and fiscal matters; website and hardware maintenance; and other support activities such as legal advice and editing.
